I don't have any 64 bit plugins that are blocked, so I can't see exactly where to tell you to look for it, but if you select the SSO VST in the blocked list in the VST Plug-in Manager, there should be a 'Reactivate' box to check, probably down in the Info area (make sure you are showing the Info area by clicking the italic 'I' in the circle in the very lower left corner of the manager.
